Bills for water shall be dated and sent out at such regular times as may be directed by the village manager.
Provided further that ten percent (10%) additional shall be paid if the bill is not paid by the first day of the month following the last month for which it is rendered, except that for taxing bodies the ten percent (10%) additional shall not be paid. (1963 Code § 23.305)
In any instance where the user of water service is not the owner of the premises, the owner of the premises shall nevertheless be liable for payment in full of any water bills, plus any penalties for late payments as described below, in the event that full payment of any water bill is not made by the user of said service.
