Sec. 22-155. Inoperable Motor Vehicles Declared To Be A Nuisance:
   All inoperable motor vehicles, whether on public or private property and in view of the general public, are hereby declared to be a nuisance and within seven (7) days after delivery of notice from the Village to any person having control of such an inoperable motor vehicle, said person shall be subject for a fine of twenty five dollars ($25.00) per day for failure to dispose of any such inoperable motor vehicle and upon failure of said person to dispose of said inoperable motor vehicle, the Police Department shall remove said vehicle from public or private property and dispose of it as provided by statute. This shall not apply to any motor vehicle that is kept within a building when not in use or to operable historic vehicles over twenty five (25) years of age. As contained herein, "inoperable motor vehicle" shall mean any motor vehicle from which, for a period of at least seven (7) days, the engine, wheels or other parts have been removed or on which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own motor power.
