Sec. 22-143. Time Of Payment; License Year; Delinquency; Exemptions:
   (a)   The license year shall run from July 1 through June 30 of the next following year. The license fee due under this article for motor vehicles required to display a village vehicle license sticker or tag shall be due and payable on or before July 1. Failure to purchase a vehicle license on or before July 1 shall result in the annual license fee set forth in section 22-140 of this chapter being increased by fifty percent (50%). Refunds of the license fee shall be made only for stickers or tags returned before commencement of the license year.
   (b)   The license fee due under this article for new residents of the village shall be due and payable on or before thirty (30) days after residency is established in the village. Failure to purchase a vehicle license within thirty (30) days after residency is established shall result in the annual license fee set forth in section 22-140 of this chapter being increased by fifty percent (50%).
   (c)   The license fee due under this article for motor vehicles purchased, leased or otherwise registered to an address in the village after July 1 of the license year shall be due and payable on or before thirty (30) days after the motor vehicle has been so purchased, leased or registered. Failure to purchase a vehicle license within thirty (30) days after the acquisition or registration of such vehicle to the village shall result in the license fee set forth in section 22-140 of this chapter being increased by fifty percent (50%).    (d)   The license fee for motor vehicle licenses issued after January 1 shall be one-half (1/2) of the annual fee payable under the annual fee resolution adopted by the corporate authorities, subject to the delinquent fees provided in subsections (b) and (c) of this section.
