Sec. 22-139. Licenses Required:
   It is unlawful for any person to own or operate a motor vehicle registered by the state without a valid village vehicle license sticker or tag, lawfully displayed and properly affixed thereto where: a) the state registration shows an address within the corporate limits of the village or, in the alternative b) where such motor vehicle is customarily garaged, stored or parked overnight within the corporate limits of the village and does not have affixed thereto evidence of a valid vehicle license issued by this municipality or other local governmental entity wherein it is registered by the state.
