Sec. 22-137. Penalty; Vehicle Registration; Prima Facie Evidence:
   (a)   Any person violating any provision of this article shall be subject to the penalty provisions as prescribed in section 22-158 of this chapter.
   (b)   The fact that the vehicle parked in violation of the provisions of this article is registered with the secretary of state in the name of the alleged violator, or that a village vehicle license has been issued in the name of or to the alleged violator, shall be prima facie evidence that such person was in control of or was the operator of the automobile or major vehicle at the time of the alleged violation.
