The village may exclude vehicles from all or part of any village parking lot for such periods as may be reasonably required to clear the lot of snow, or otherwise to improve or to maintain it in proper condition. No vehicle shall be parked in any village parking lot during such hours as may be designated by posted signs announcing such prohibition of parking for purposes of maintenance.
