Anything to the contrary herein notwithstanding, citations and summonses returnable before the appropriate branch of the circuit court of Lake County may be issued or sought by members of the village police department, or other persons, including bicycle safety officers, in accordance with the applicable provisions of the Illinois criminal code of 1961 upon violation of the bicycle safety and operation regulations of this article.
