Bicycle Safety Officers shall have the authority to issue a Notice to Appear to any person sixteen (16) years of age or younger operating a bicycle in the Village in violation of the provisions of Chapter 22, Article 15 of the Municipal Code. All Notices to Appear issued by Bicycle Safety Officers shall be returnable before the Bicycle Safety Hearing Board and may require the attendance before said Board of a parent or legal guardian of the person receiving the Notice to Appear.
