Bicycle Safety Officers appointed by the Chief of Police shall have the authority to enforce the bicycle safety and operation regulations of Chapter 22, Article 15 of the Municipal Code of the Village of Deerfield of 1975, as amended, with respect to all bicycle operators sixteen (16) years of age or younger.
