(a) The Deerfield Bicycle Safety Hearing Board shall have the following duties:
(1) To conduct hearings from time to time with respect to all Notices to Appear issued by Bicycle Safety Officers pursuant to this Article 15, during the months of June, July and August.
(2) To establish and adopt rules of procedure governing said hearings.
(3) To make determinations following said hearings as to violations of Chapter 22, Article 15 of the Municipal Code and to impose penalties including, but not limited to, reprimands, participation in community service activities and/or safety seminars, preparation of essays and to levy fines not to exceed five dollars ($5.00) per violation.
