Any person convicted of a violation of any provision of this Article shall be punished by a fine of not less than one dollar ($1.00) nor more than five hundred dollars ($500.00) or by the impounding by the Village of the bicycle operated by such person for not to exceed thirty (30) days, or both, for each offense.
