Sec. 22-79. Exceptions:
   On the occasion of special public events creating unusual traffic conditions, the chief of police, after investigation and upon his determination that the public safety and convenience would be served, may temporarily authorize the parking of vehicles in places and at times otherwise prohibited under the provisions of this article; the chief of police shall, by posting signs or otherwise, appropriately give notice of the times and locations at which the parking of vehicles is so temporarily permitted.
