Sec. 22-76A. Limitations On Parking In Areas Designated "Handicapped Parking":
   (a)   It shall be unlawful for the driver of a vehicle to park a vehicle or to leave a vehicle unattended in any area designated by the owner thereof or the corporate authorities as "handicapped parking", unless either the driver or a passenger in the vehicle is a handicapped person. Any property owner reserving a portion of a parking area for handicapped parking is deemed to have granted the corporate authorities the right to enforce this parking restriction. A "handicapped person" for the purposes of this section shall be any person whose vehicle possesses handicapped license plates issued by the state or who has obtained a sticker for display on said vehicle from the police department of the village to be issued to handicapped persons.    (b)   In lieu of the penalty provisions prescribed in section 22-158 of this chapter, any person violating any provision of this section shall be assessed a fine in the amount of not less than two hundred fifty dollars ($250.00) for each offense and any such person may have his vehicle towed away from any parking area designated as a handicapped parking area and, thereafter, said vehicle shall be impounded by the village and be assessed an impounding charge of thirty dollars ($30.00) and a storage cost of five dollars ($5.00) per day or fraction thereof for each day the vehicle is impounded.    (c)   All fees and charges imposed by subsection (b) of this section shall be paid to the village treasurer and, upon presentation of a proper receipt from the village treasurer, the person in charge of the village auto pound shall release the vehicle in accordance with the provisions of this section.    (d)   All signs designating specified parking spaces as "handicapped parking" shall be in conformity with the standards established by 625 Illinois Compiled Statutes 5/11-301, and any additional requirements as to location and height as may be established by the police department of the village. In the event that multiple spaces in any parking area are reserved for "handicapped parking", one sign identifying the spaces as reserved for "handicapped parking" shall be provided for each group of three (3) parking spaces or portions thereof so reserved.
