Sec. 22-18. Duty to report to police.
   Each driver of a vehicle which has collided with, or been in an accident with any vehicle, person, or property in such a manner as to cause injury or damage shall report the incident to the Chief of Police by the fastest available means of communication. If said driver fails for any reason to make such report, the owner of the vehicle involved in such accident, shall, as soon as he learns of the accident, make said report.
