(a) The chief of police shall:
(1) Be in command of the police department, and all members of the police department and employees assigned thereto shall serve subject to the orders of the chief of police;
(2) Be responsible for the performance by the police department of all its functions;
(3) Keep such records and make such reports concerning the activities of the department as may be required by statute or this code;
(4) Have custody, care and control of all property of the police department; and
(5) Devote his full time to the affairs of the department and, to this end, shall execute and enforce the provisions of this code, ordinances of the village and state statutes. (M.C. 1963, § 7.006)
