Sec. 22-4. Fleeing or attempting to elude police officer.
   No driver or operator of a motor vehicle, who, having been given a visual or audible signal by a police officer directing such driver or operator to bring his vehicle to a stop, shall wilfully fail or refuse to obey such direction, increase his speed, extinguish his lights, or otherwise flee or attempt to elude the officer. The signal given by the police officer may be by hand, voice, siren, spot light or red light.
