(a) Appointments to and promotions within the police department, other than to the offices of chief of police, deputy chief and commander shall be made by the board of police commissioners in the manner provided by statute except as hereinafter provided.
(b) The chief of police may, from time to time, appoint two (2) members of the police department to serve as deputy chiefs and six (6) members of the police department to serve as commanders; provided, said members at that time hold the rank of sergeant or above. The chief of police shall have the right to remove any such member so appointed to the position of deputy chief or commander and thereafter said member shall retain the rank held prior to appointment as deputy chief or commander.
(c) Any permanent appointment to the rank of sergeant shall be preceded by a six (6) month probationary period which may be extended by action of the board of police commissioners to a one year probationary period. If the board of police commissioners shall determine, either during or upon conclusion of the probationary period that an appointment to the rank of sergeant should not be made permanent, or if said appointee desires to resign the rank of sergeant, said appointee shall revert to the rank of patrol officer without loss of any benefit accruing to said rank. (d) The roster of candidates (register of applicants successfully passing the written and oral examinations) shall be kept in force until the expiration of twelve (12) months from and after the date of its posting, or until all persons named thereon have been disqualified, or offered and have either accepted, refused or failed to accept an offer of appointment as a probationary police officer, whichever occurs first. The board of police commissioners may, at its discretion, and from time to time, extend the length of time any such roster shall continue in force, by six (6) month extensions, but not to exceed two (2) extensions.
