Unless otherwise specifically authorized in this article, it shall be unlawful for any owner to damage or remove any public tree or any protected tree without a tree removal permit from the village. Any owner that removes or damages one or more protected trees or public trees without a tree removal permit shall be required to prepare, submit and obtain approval of a tree replacement plan and to mitigate the removal of or damage to such trees.
