(a) No person shall plant any tree or bush in any public place, street or parkway, without having first secured a permit therefor.
(b) Applications for such permits shall be made to the Director of Building and Zoning and shall be referred by him to the Director of Public Works before issuance.
(c) All trees and shrubs so planted shall be placed subject to the direction of the Director of Public Works. (1963 Code § 11.401)
