Sec. 19-45. Numbers on houses; size; fine.
   (a)   It shall be the duty of the owners or occupants of every house in the Village to have placed thereon in a place visible from the street, figures at least two (2) inches high, showing the number of the house. In the case of any new construction, any such house numbers shall be not less than three inches high, shall be in figures rather than script, shall be in colors which contrast to the color of the structure or the mounting on which the house numbers are placed, and shall be on the side of the house closest to and parallel to the street.
   (b)   Any person failing to so number any house owned or occupied by him or if after receiving notice to do so from the Manager shall be fined One Dollar ($1.00) for each day on which such failure continues.
