The Director of Finance shall have charge of the administration of the financial affairs of the Village subject to the control of the Village Manager and to that end he shall:
(1) Assist the Budget Officer in the preparation of the budget and tax levy ordinance;
(2) Conduct special studies and investigations into the financial affairs of the departments and offices of the Village, at the direction of the Village Manager;
(3) Suggest standards and recommend to the Village Manager procedures to be employed in the accounting for money and property by the Village department heads and officers;
(4) Supervise and be responsible for the disbursement of all monies and have control over all expenditures to ensure that appropriations and budget provisions are not exceeded;
(5) Establish, organize and maintain a centralized accounting system to record completely all financial transactions of the Village;
(6) Examine all contracts, purchase orders and other documents by which financial obligations are incurred and every such document shall be subject to his certification as to the availability of funds and the appropriation relating thereto;
(7) Be assistant purchasing agent, performing such duties relating to the office of purchasing agent as are assigned by the Village Manager;
(8) Submit to the Board through the Village Manager a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the Village;
(9) Prepare for the Village Manager, as of the end of each fiscal year, a complete financial statement and report;
(10) Collect and receive all money due on special assessments and special taxes that are not paid directly to the Treasurer, and to keep such records pertaining to such collections as may be required by statute, by this Code or ordinance. He shall make such reports regarding delinquent special assessments as are required by statute of the Village Collector.
(11) Receive applications for and issue all licenses and permits required by this Code or ordinance in the absence of any provisions to the contrary.
(12) Act as personnel officer for the Village. He shall maintain position classifications, pay plans and personnel records for all Village employees reflecting tenure, qualifications, service, leaves of absence and related matters.
