(a) Applications for permits under this article shall be made to the director of building and zoning;
(b) Such applications shall:
(1) Describe the location of the intended excavation or tunnel, the size, the purpose therefor, and the person doing the actual excavating work and the name of the person for whom or which the work is being done,
(2) Contain an agreement that the applicant will comply with this code and all the ordinances relating to the work to be done. (1963 Code § 11.302)
