In addition to the foregoing, the following requirements must be met as a condition precedent to maintaining such overhanging sign or awning:
   (a)   The material which comprises the sign display surface shall be of a light, porous, fire resistive nature, vented to limit lateral forces of wind loading. The material used to suspend the display surface shall be nonconductive messengers, having a tensile strength of not less than two thousand (2,000) pounds and be equipped with adequate devices to compensate for stretch caused by the effects of wind and gravity.

Overhead banners shall be attached to structural members by anchors, bolts, chains, guys or rods that will safely transfer the imposed loads to a structural member. Wood block or anchorage with woods, used in connection with screws, shall not be used for support, anchorage or guying to masonry or concrete walls. Nails and staples shall not be used to attach overhead banners.
   (c)   Attachment to structural members within the right of way shall only be by a method approved by the Director of Public Works.
