(a) All warrants drawn on Village funds must be signed by the President and countersigned by the Clerk, stating the particular fund or appropriation to which the same is chargeable, and the person to whom payable.
(b) No money shall be otherwise paid except as may be provided by statute or by this Code. (M.C. 1963, § 5.307)
