(a) No person shall use any street, sidewalk or other public way or place as space for the display of goods or merchandise except as hereinafter provided.
(b) The village manager is empowered to issue a permit allowing the use of such streets, sidewalks and public ways or places or portions thereof as he shall designate, having due consideration for public safety and convenience, for display and sale of goods and merchandise upon receipt of an application made therefor by not less than a majority of all merchants doing business within the village.
(c) Such permit may be issued only once in each calendar year and may permit the above described use of public streets, sidewalks and public ways for a period not to exceed two (2) consecutive days.
(d) Notwithstanding the foregoing, no person shall in any event write or make any signs or advertisements on any such pavements. (M.C. 1963, § 11.115; amd. Ord. 0-68-36)
