All public streets, alleys, sidewalks and other public ways shall be under the supervision of the director of public works. He shall have supervision over all work thereon, and the cleaning thereof, and be charged with the enforcement of this code and all ordinance provisions relating to such public places (except traffic ordinances) and is hereby authorized to enforce such ordinances 1 .
