No statement contained in this article shall be construed as preventing any special agreement or arrangement between the village and any industry whereby an industrial waste of unusual strength or character may be accepted by the village for treatment, subject to payment by the industry in accordance with the village's user charge ordinance, provided such payments are in accordance with federal and state guidelines for user charge systems.
