Any person eighteen (18) years of age or over who violates section 15-79 of this article by delivering drug paraphernalia to a person under eighteen (18) years of age who is at least three (3) years his junior is guilty of the offense of delivery to a minor which shall be punishable by a fine of not less than two hundred dollars ($200.00) and not more than one thousand dollars ($1,000.00).
