(a) No license shall be issued for the conduct of any business, and no permit shall be issued for anything or act if the premises and building to be used for the purpose do not fully comply with the requirements of this Code.
(b) No such license or permit shall be issued for the conduct of any business or performance of any act which would involve a violation of the rezoning ordinance of the Village or any provision of this Code. (M.C. 1963, § 12.009)
(c) No premises located in a commercial zoning district as established by the Village Zoning Ordinance shall be used for the conduct of any business, activity or occupation prior to issuance of a use permit based upon a submission of an application therefor to the Department of Community Development describing the nature of the proposed business, activity and occupation in detail and identifying both the owner and/or the proposed operator thereof. The Director of Community Development shall determine compliance of the proposed business, activity or occupation with the applicable provisions of the Village Zoning Ordinance and this Code. A further application shall be required pursuant to the provisions of this Section upon any subsequent change in use or occupancy of any such premises. (Ord. 0-96-14, 4-1-1996)
