If the applicant and the premises to be licensed are in compliance with all applicable village ordinances and state laws and the applicant is the holder of a license duly issued, for the premises proposed to be licensed, by the department of public health of the state, the village manager is hereby authorized to issue and renew licenses for the operation of nursing homes or sheltered care homes.
