(a) Occupation of premises. No person shall permit the use of any non-residential buildings, structures or places owned by them or within their control as sleeping or living quarters for any person.
(b) Egress from premises. No person shall permit the occupancy of any nonresidential building, structure or place owned by them or within their control by any person without furnishing said person a means of egress from said building, structure or place in the event of emergency, either through normally available exit doors, or alternative emergency exit doors made available to said persons.
