(a) No person shall obstruct or pollute any water course or source of water supply in the Village. Such acts are hereby declared a nuisance.
(b) No person shall interfere with, divert or obstruct any drainage ditches, swales, or natural drains in such a manner as shall materially impede or interfere with the flow of water, including interfering with such ditches, swales and drains by changing the grade thereof or of adjoining lands, provided, that the foregoing shall not prohibit the sewering or piping of such drains if done pursuant to plans approved by the Village Engineer.
