Sec. 12-2. Sanitary regulations; premises; persons.
   (a)   All premises used in the sale or storage of food or beverage intended for human consumption shall be kept in a clean and sanitary condition.
   (b)   No employer shall permit any person who is afflicted with a contagious disease to handle any food or beverage intended for sale.
   (c)   Premises shall be kept free from flies and vermin of all kinds.
