(a) The Village Manager shall make all appointments of all employees; provided, that all officers of the Village shall be appointed and may be removed from office as provided by Statute.
(b) All employees appointed by the Village Manager shall be subject to removal, suspension or other disciplinary action by the Village Manager.
(c) The Village Manager may delegate the power of appointment and removal of Village employees to Department Heads provided that all appointments, removals or other disciplinary action by Department Heads shall be subject to the approval of the Village Manager. (M.C. 1963, § 10.102.)
