(a) Premises used for the sale or storage of food intended for human consumption must be kept in a clean and sanitary condition.
(b) No person shall permit:
(1) Any accumulation of refuse or waste of any kind to remain therein for more than twenty four (24) hours.
(2) Any decaying animal or plant material to remain on such premises.
(3) Dogs, cats or other animals on such premises. (1963 Code § 14.107)
