The Village has enacted this Article for the following specific purposes:
(a) To provide a financing device that will aid in financing the cost of industrial and commercial projects in order to relieve conditions of unemployment and broaden the existing tax base.
(b) To encourage the increase of industrial and commercial development in the Village leading to increased welfare and prosperity of the residents of the Village. (Ord. 0-81-26, 4-6-81)
