No contract awarded in the manner herein provided shall be assignable by the successful bidder without the written consent of the Village Manager, if the amount of the contract is less than one thousand five hundred dollars ($1,500.00) or the approval of the Board of Trustees in the event the amount of the contract is one thousand five hundred dollars ($1,500.00) or more.
