The board of trustees shall have the authority to reject all bids, parts of all bids, or all bids for any one or more supplies or contractual services included in the proposed contract when the public interest will be served thereby. Bids which do not conform to the bid forms provided or are received by a facsimile machine or are substantially incomplete or are otherwise vague or uncertain may be rejected; provided, that minor omissions or errors not affecting the bid amount may be corrected.
