(a) There are hereby adopted as reasonable rules and regulations governing the issuance of permits for electrical installations or alterations, the following:
(1) No person shall install or alter any electric equipment or wiring without having first secured a permit therefor.
(2) Applications for such permits shall be made in writing to the director of building and zoning.
(3) Each such application shall contain the name of the owner and the premises to be served, the name of the contractor doing the work, and the nature of the work to be done; where the work consists of new installations or extensive repairs or alterations, plans and specifications of the work shall accompany the application.
