(a) Upon the receipt of an application for such permit, the village manager shall, at the expense of the applicant, cause to be published in a newspaper of general circulation within the village, a notice of public hearing, at which any owners or occupants of property that deem themselves affected by the proposed excavation, shall have an opportunity to voice their objections to the same.
(b) Such hearing shall be held before the village board of appeals which shall hear any objections which may be offered and shall report to the president and board of trustees whether, in its opinion, based upon said hearing, the proposed removal of topsoil will have a detrimental effect upon the values of adjacent property, or result in the creation of unsanitary or dangerous conditions.
