Any person desiring to obtain such permit for the removal and sale of topsoil shall apply, in writing, for such permit to the village manager, stating the approximate cubic yardage of the topsoil which it has proposed to remove, dimensions of the lot, parcel or tract of ground affected, the purpose of such removal and the street address, if any, of such premises.
