(a) All applications with plans shall be referred to the Director of Building and Zoning who shall examine the same to determine whether or not the proposed operations comply with this Code and the ordinance provisions relating thereto.
(b) Upon approval, one set of plans shall be retained by the Director of Building and Zoning and the other set returned to the applicant.
(c) No permit shall be issued except after approval of the plans and the payment of the fee provided for in this chapter. (1963 Code § 22.105)
