The board may, from time to time, and upon such terms and conditions as it deems proper, contract with any qualified person or corporation, and may, pursuant to said contract, appoint such person, firm or corporation, animal warden and he shall be ex officio poundmaster of and for the village. (1963 Code § 19.224)
