No owner or any person entitled to the custody of any dog shall permit the dog to be at large or to confine the dog in a manner so that it can escape and so be at large without his permission, unless the dog is securely confined upon a leash of sufficient strength not more than six feet (6') and accompanied by any able bodied person capable of controlling the actions of the dog under any circumstances.
