(a) No person conducting such amusement within the village shall illuminate his or its place of amusement with floodlights or other lights which shine or glare into or toward any private dwelling house or into any street or avenue.
(b) All lights used for the illumination of places in which such amusements are conducted shall be directed toward the ground or toward the amusement structure, and shall be equipped with reflectors and shields which shall prevent glare in the direction of any private dwelling house or into any street or avenue.
