Sec. 2-192.   Judicial Review:
   Any final decision by a Hearing Officer that a Violation does or does not exist shall constitute a final determination and shall be subject to judicial review under the Illinois Administrative Review Law. The Village's answer to any complaint for administrative review shall be the filing of the hearing record described in Section 2-189 of this Code pursuant to the reviewing court's rules and procedures.
