(a) No person shall operate, maintain or conduct a billiard, pool, bagatelle or pigeonhole table open to the public without having first secured a license therefor as is provided in this code.
(b) All applications for such licenses shall state thereon the intended location of the place of business and the number of tables to be used therein. (1963 Code § 13.201)
