ARTICLE IIA. PROPERTY MAINTENANCE AND BUILDINGS DIVISION[3]

(a) There is hereby created and established in and for the city a division in the Department of Economic Development to be known as the “Property Maintenance and Buildings Division” which shall be under the supervision of the director of the Department of Economic Development, who shall be appointed by the mayor in accordance with the charter provisions pertaining to directors of departments, and shall receive such compensation as shall be fixed by the council.
(b) The city council shall provide the necessary appropriations annually to provide suitableoffice space, facilities, equipment and personnel to carry on the work of the “Property Maintenance and Buildings Division”.
(c) The director of the Department of Economic Development shall be the appointing authority of all employees who may be required to operate the”Property Maintenance and Buildings Division.”

(a) The director of the "property maintenance and development services department" shall supervise and control the department. Functions and duties of the director and employees of the "property maintenance and development services department" shall include, but not be limited to, the following:
1) To enforce commercial, industrial and residential building, zoning, nuisance and other applicable codes as required by law;
2) To serve as the administrative liaison and provide supportive staff for the building board of appeals, board of safety engineers and demolition board of appeals;
3) To protect property values and quality of life by preventing and eliminating blight in the city's commercial, industrial and residential neighborhoods;
(4) To provide courteous and efficient services to residents and customers through inspections, permitting and plan processing and to serve as a resource to assist them in understanding and applying the adopted codes and ordinances;
(5) Property maintenance enforcement and vector control.

Any reference in the building, zoning, nuisance and other applicable codes to the department of building and safety, as previously constituted and/or the director of building and safety, the director of residential services, and the director of economic and community development (insofar as they relate to the construction, authorization, inspection, or repair of commercial, industrial buildings or other appurtenant structures) and the director of the property maintenance and development services department, shall be applicable instead to the director of the Department of Economic Development, or their designee.
