ARTICLE I. - IN GENERAL
The purpose of this chapter is to regulate the use of parks and park property owned or maintained by the city in order that all residents and their guests may enjoy and make use of such parks and park property, and to protect the rights of those owning property adjacent to such parks.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Department shall mean the city department of recreation.
Director shall mean the director of the department of recreation.
Major park shall refer to the following public parks and buildings and facilities thereon: Town Hall Park, Civic Center Park and Ford Field Park.
Neighborhood park shall refer to all other parks, public buildings, recreation and playground areas and buildings and facilities thereon not designated as a "major park."
Park shall mean any public park, or recreation or playground area, or building or facility thereon, within the city, owned or maintained by the city as a public park, or recreation or playground area, whether or not such areas have been formally dedicated to such purpose.
Park ranger shall mean an ordinance officer assigned to enforce the provisions of this chapter.
Permit shall mean the written permission that must be obtained from the director or his designated agent to carry out a given activity in a park.
Vehicle shall mean any motor driven device designed to transport persons or property.

In addition to general criminal penalties, any person found violating any provisions of this chapter may be ejected from the park and/or have their permit confiscated and park privileges suspended for a period to be determined by the director.
