No building permits shall be issued by the City with respect to the land or to any lot, until provisions of this Subsection of the City Code, M.S. § 462.358, as may be amended from time to time, and other applicable statutes and ordinances have been met; the plat or subdivision shall have been recorded in the office of the Register of Deeds of the County; and all pending assessments (100% of principal balance, plus accrued interest) have been paid to the City of Dayton.
